Basic Need Assistance


It can happen. To anyone. Loss of income, excessive financial burdens, indefinite loss of utilities, or family crises can place a person or family at risk for lack of safe shelter or basic living essentials. We have access to numerous resources and referral agencies ready to help!

Homeless assistance

Our Homeless Assistance Program addresses the crisis of homelessness before it becomes a danger to you or someone you care about. Qualifying persons receive direct assistance or referrals for shelter and counseling. Payments are provided to landlords for rent, mortgage arrearage for eligible home and trailer owners, rental costs for trailers and trailer lots; and for security deposits and utilities to prevent and/or end homelessness or near homelessness by maintaining individuals and families in their residences.

Who is Eligible?
  • A person or family who finds themselves in a homeless situation, at risk for becoming homeless, or for whom homelessness is about to become a reality

  • Persons or families with a low-income and who meets the Federal poverty guidelines.

Call the Franklin Center at 724.846.6400 ext. 34. Mondays through Fridays for an appointment with our Homeless Assistance Coordinator. Proof of income, photo ID, and social security cards for everyone in the household, eviction notice, or utility shut-off notice is required for assistance. Dollar Energy

Dollar Energy Fund accepts applications for grants from hardship programs on a first come, first serve basis during the set program dates and while funding is available. We understand that utility assistance is often not the only need of a household, so the approach pairs those seeking assistance with additional resources that can help lift them out of their current financial situation and on to the path of self-sufficiency. You must meet all guidelines to be eligible to receive a grant.

Franklin Center staff will screen you for eligibility and schedule an appointment for the application process. Once the application is completed it will be submitted to the Dollar Energy Fund for approval.

Bring all required information to your appointment. You will need:

  • Names of everyone in your household

  •  Birthdates of everyone in your household

  •  Proof of income of everyone in your household

  •  A copy of your most recent utility bill

  •  Your utility account number

  •   Proof of all payments made in the last 90 days

Donated clothing, household items, furniture, and other daily living essentials are provided to men, women and children experiencing crises or transition brought on by unemployment, underemployment, or an unexpected event such as a house fire, natural disaster, or illness. These gently used items are available to you at no or low-cost.

Vouchers are provided to organizations that serve those in need throughout our communities or who are transitioning into the workforce. Other circumstances are assessed on a case by case basis by Professional Outfitters staff. We are proud to say that since its inception in 2003, Professional Outfitters has served over 8,000 clients!
